Clarence Council has approved a new cycling strategy for community consultation, which includes all-ages-and-abilities infrastructure on Clarence Street and Howrah Road.
The strategy’s vision is:
To improve access to and promote cycling as an active transport mode through development of an integrated network of cycling routes that cater for people of all ages and abilities that is direct, comfortable, safe, inclusive and provides convenient access to destinations in Clarence.
The strategy takes a two-pronged approach to making roads more comfortable for people who already ride and providing all-ages-and-abilities cycling infrastructure for people who would like to ride but are concerned about safety.
It contains handy maps showing where the two networks would be developed.
The all-ages-and-abilities routes connect schools, shops, residential areas and public transport and the road riding network is on less-urbanised roads and will mostly comprise sealing shoulders or adding painted bike lanes.
The action plan divides projects into high priority (next six years) and medium priority (post 2030).

High priority projects include:
- Clarence Foreshore Trail around Rosny Point
- Clarence Foreshore Trail at Montagu Bay
- Clarence Foreshore Tail at Limekiln Point, Lindisfarne
- Howrah Road (Clarence Street to Howrah Point)
- Clarence Street
- Flagstaff Gully Link Road (Mountain Bike Park access)
- Richmond Road corridor and Coal River Valley Gourmet Trail
Clarence Council has a Bicycle Advisory Working Group with members from the local community that advise on priorities for cycling projects. The working group helps the council develop action lists each year to progress its cycling strategy.
The 2024–25 action plan is included in the strategy and lists projects such as designs for a section of the Tasman Highway cycleway, Bligh Street cycleway and Little Howrah Beach cycling paths and lane.
As well as infrastructure projects, the strategy includes actions that support cycling through events, improved signage, secure bicycle parking, and data collection.
