Transport for NSW has released the Draft Central West and Orana Strategic Regional Integrated Transport Plan, which will shape transport in the region for the next 20 years.
While cycling is not a primary focus of the plan, it does recognise and seek to remedy to current lack of safe, separated bicycle infrastructure in the region.
The Central West and Orana region currently sees bike riders involved in fatal and serious crashes at a rate almost 20 times greater than the percentage of trips made by bike.
Cycling provisions for the next five years in the draft plan include:

identifying new and improved walking and riding links that link residential suburbs with centres across the region

reallocating road space to improve pedestrian and rider safety on state roads with dual place and movement functions, including main streets in Orange, Cowra, Narromine, Blayney, Coonabarabran, Gilgandra and Condobolin

investigating targeted investment in separated bike paths in urban and peri-urban zones (i.e., the outskirts of cities and centres)

implementing shared micromobility schemes (e-scooters, e-bikes) to reduce car dependence.
